Our overall assessment is that Aberdeen City Council's homelessness service is poor.

In Aberdeen, almost half of all applications assessed in 2004/05 were closed as lost contact/withdrew before assessment, which is more than five times the national figure...

...its (Aberdeen City Council's) failure to address the level of lost contacts means that a significant number of homeless applicants do not receive the services to which they are entitled.

Aberdeen City Council failed to provide temporary accommodation for 372 applicants to whom it had a duty, during the period May 2004 March 2005. This failing breaches legislation and is a major weakness in the Council's service.

Homeless staff have been highlighting shortages of temporary accommodation since 2002 and the need to increase the supply of temporary accommodation is recognised in the homelessness strategy... However, action taken to date has proven inadequate to resolve this significant failure.

Overall the provision of temporary accommodation in Aberdeen is poor. The Council is not making temporary accommodation available for all those who need it; this is a major weakness.

The Council's performance in allocating permanent accommodation to homeless people is poor.

Aberdeen's approach to preventing homelessness and reducing repeat presentations is poor.

The Council's approach to working with partners is poor.

...we received feedback from a number of third parties and staff indicating that the Council is not giving sufficient priority to the action plan and not keeping them informed... This is a significant weakness, impacting on the Council's ability to deliver improvement in the homelessness service.
